  CARDS 2001 "Labour Market Restructuring" Project

  Short description: The goal was institutional. The aim of the project is to develop the institution building of the Croatian Employment Service (CES), to provide services for redundant workers in companies undergoing restructuring, as well as to test their impact. According to the Contract, Technical Assistance for project implementation ended in January 2005.

  Achieved results: Project has achieved following results: Study on instruments and methods on collecting information on the labour market by CES was carried out; Methodology for a qualitative survey on the labour market was developed; a pilot survey was carried out on a sample of 2,000 employers in four counties: Zagreb County, Osijek Baranja County, Primorsko-goranska County and Zadar County; A vocational guidance strategy was developed and the training of 21 counsellors from the Vocational Guidance Department took place in order that these counsellors may teach skills to school and CES employees, who in turn will be responsible for the informing of students of their opportunities within the labour market; Within the Croatian Employment Service 26 counsellors employed to work exclusively with disabled persons and those who have a harder time finding employment were educated; Computer equipment that was installed in CES and in 3 centres for support during business changes in Rijeka and in 4 transitional MORH (Ministry of Defence of the Republic of Croatia) centres; A seminar was organized with the trade unions regarding the restructuring of companies and work concepts of mobility centres; Mobility centres (i.e. centres for support during business changes) were established in the following companies: Luka, RIO, and Lumik in Rijeka, Belje in Osijek, 3 centres were established within the Ministry of Defence of the Republic of Croatia in Zagreb, Osijek and Split.
