The Eleventh Managerial Conference of the Centre of Public Employment Services of Southeast European Countries (CPESSEC) named “Impact of the economic crisis on youth employment - effects of the financial stimulus packages” took place on 11 April 2013 at the Hotel Avala, Budva, Montenegro. The conference was organised by the Employment Agency of Montenegro. PES representatives from nine CPESSEC member countries were present as follows: Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Montenegro, Romania, Slovenia, Serbia and Turkey as well as experts from GIP International and Pole emploi (France), Hungarian National Employment Service and Papilot, Zavod Ljubljana (Slovenia). During the Conference, all guests-experts and representatives of PES members states had presentations.

The participants on the eleventh CPESSEC Managerial Conference were introduced to the situation at the national labour markets, issues and concepts for resolving the unemployment problem of young persons. Increased youth unemployment is evident in all CPESSEC countries and in the EU. Young workers are very much affected by the economic crisis. There are not enough new jobs and they do not have enough opportunities to gain work experience. At the other hand, educational systems do not follow enough labour market needs and often do not provide students with practical knowledge. In addition to that, young persons are often unprotected at the job as many of them work in the grey economy. Presentations on the ways to find an adequate response to the youth unemployment were given by guests - representatives of GIP International and Pole emploi (France), by Papilot Zavod (Slovenia) and by Hungarian National Employment Service. Representatives of the PES from the CPESSEC member states exchanged their experiences in resolving the problem of youth unemployment and efforts of their Governments to offer them a chance to find suitable employment.
